Rachel Phillips serves as Senior Vice President of Financial Solutions and Enterprise Operations at BELAY, where she leads the company's Financial Solutions, Technology, and Enterprise Operations teams. She is responsible for driving operational excellence, advancing technology initiatives, and growing BELAY's financial services division to help businesses gain the financial clarity, strategy, and support they need to scale with confidence.

Prior to joining BELAY through the acquisition of Fully Accountable, Rachel was Founder and CEO of Fully Accountable, a leading outsourced accounting and fractional CFO firm. Throughout her career, she has helped thousands of business owners improve profitability, strengthen cash flow, and use financial data to make informed strategic decisions. She is passionate about partnering with founders and leadership teams to translate complex financial information into actionable insights that drive long-term growth.

An attorney by trade, Rachel joined Fully Accountable at its inception and closed the firm's first client. Under her leadership, the company grew to more than 50 professionals serving over 750 clients with annual revenues ranging from $2 million to $100 million. During her tenure, the firm earned numerous honors, including five consecutive appearances on the Inc. 5000 list of America's fastest-growing private companies, recognition by CFO Tech Outlook as a Top 5 Outsourced Accounting Firm, and designation as one of the Greatest Places to Work.

Originally from Ohio, Rachel earned her undergraduate degree from John Carroll University and her Juris Doctor from The University of Akron School of Law. She resides in Medina, Ohio, with her husband and son.
